Expression of Interest Open: Department to Remake Migration Agent Course Instrument by 1 April 2026

The Australian Government’s Department of Home Affairs is seeking Expressions of Interest (EOI) from higher education providers for the inclusion of courses in the upcoming legislative instrument that specifies qualifications for Registered Migration Agents.

Why This Matters

The current instrument – Migration (IMMI 18/003: Specified courses and exams for registration as a migration agent) – is set to sunset on 1 April 2026. To ensure the qualifications reflect contemporary knowledge and industry standards, the Department will remake the instrument.

This is a critical opportunity for education providers to ensure their courses remain recognised and compliant under the new legislative framework.

What Providers Must Do

Submit an EOI if you offer courses that meet the current or future requirements for migration agent registration.

If your course is already listed in IMMI 18/003, it must be reassessed for approval before it can be included in the new instrument.

All courses – existing and new – must undergo assessment to be considered.

More About the Legislative Update

The goal of the remake is to align approved qualifications with the evolving responsibilities and professional standards expected of registered migration agents in Australia. This helps maintain the credibility, integrity, and effectiveness of migration advice services.

How to Participate

Higher education providers are strongly encouraged to lodge an expression of interest early to allow enough time for review and approval.

Summary

The Department of Home Affairs is inviting higher education providers to submit EOIs for course inclusion in a new legislative instrument for Registered Migration Agents, replacing IMMI 18/003 by 1 April 2026. All courses—new and existing—must undergo reassessment to align with updated industry standards.
